Coffee chats are usually a smaller group of people that meet on a regular basis to discuss a single topic. Someone is usually the moderator, and encourages others to participate in the exchange.

Salesforce user group meetings are local to your physical location, and usually have a theme or individual speaker. They are some of the best ways to create partnerships. Nothing builds relationships faster than meeting people face-to-face.
